Another welcome Move from Google, latest Algorithm update as Penguin 2.0 is here.

With more information coming from Google is that it would be another major attempt to devalue link spam. According to Google the algorithm is much effective now as it will go deeper and have more of an impact than the first Penguin update. 
This is indicated by the fact that any site with more than 40 percent anchor text to one key term would be deemed high risk for manipulative link building and can be treated as spamming.
